Well, well, well. It didn't take too long for me get another page going and done. This time focusing on two characters that has been unexpectedly growing to be a personal favorite.
Originally made to better flesh out the worldbuilding. Specifically how people in an anarchistic setting survive while still neighboring a regular society. Drifting to the shadier sides of a lawless environment and trying to sanitize the grim of those thoughts. With a recent completion of Kotaro Osaka's Three Assassins trilogy and various other crime and crime solving series.
And it was settled in this duo of wet workers and contract mercenaries taking advantage of the unrest and confusion of disasters and catastrophes for a specific clientele. Stepping from one jurisdictions to the other and back, whichever will benefit them the most. And doing so aware, uncaring and content of their actions and reputations for the sake of survival.
Made for a simple appearance in the story to amp the tension for the main cast outside of the stragglers of hostile antagonistic faction mook. They abilities were generic [Asa; Friction] and far off the usual naming convention [Kayo; Flashbang]. As it was meant to be for one-off antagonists.
Then somewhere along the way, it went off course. Instead replaced by a different character that may come to exhibit later on. While these two start to get more involve in the story. All from a thought of how will they be taken out of the story, and concluded it would be unlikely for them to be gone at the point of the story they would appear in. Going through the concept notes of them - which I am will aware can be changed to fit, but I am stubborn and want to see if I can somehow

Asa Ikarino
[いかりの あさ / 碇野 麻]
Offshoot [Kinetic] - Friction
Description - Control and manipulation of Frictional Forces.
Kayo Fukami
[ふかみ かよ / 深見 果代]
Offshoot [Kinetic] - Flashbang
Description - Amplify the output of energy; sound, light, force. In proportion to the friction generated.

*Contract Ruin Stalkers and Wet Workers. Taking advantage of the *Imamura Treaty to build a steady clientele in the black market. All the While Independent from the *Ruin Stalker hierarchy due to their experiences with the *Catastrophe Chasers.
Note - The age/appearance when Asa and Kayo gain their abilities. (Asa; 11~, Kayo; 13~)

Contract Ruin Stalkers; Ruin Stalkers that retains connections with society. Operating illegal activities and crimes within Disaster Sites to exempt themselves from legal persecutions.
Imamura Treaty; A government sanctioned agreement between the Disaster Responders and the Ruin Stalkers. Recognizing the Ruin Stalkers as their own and separates them from societal conventions. Denying them prosecution, retaliation and protection from the law - So long as the Ruin Stalkers stay within the confines of disaster sites. Named after the representative of the Ruin Stalkers.
Catastrophe Chasers; The original title for Ruin Stalkers before their decision to live within the disaster ruins. Detaching them from the general label from storm chasers and adrenaline junkies. If still interchangeable to the layman.
Ruin Stalkers; A nomadic section of disaster survivors, catastrophe chasers and fugitives living off the aftermaths of disasters and catastrophes. Resistant to social re/integration and hostile to authorities. Instead forming clans and hierarchies for survival, until the individual groups are united under a single figurehead - Imamura.

Exposed to the same Apex Burst *[Kinetic] not long into their travels together. Granting Asa the Ability to manipulate frictional forces; complimenting and countering Kayo's ability to amplify the energy released.
Kayo uses his ability in close quarters due to its limitations. Allowong Kayo to only aggravate his own energy. Although still deafening and bright enough to blind from a finger snap; Asa's ability is more versatile for combat and utility with a wider range.
Note; Output of Kayo's ability between his Regular Frequency, and when Amplified by Asa's ability storing extra friction in Kayo's action.

Due to constant usage of his ability and existing ailments, Kayo's senses start to dull with early symptoms of cataracts and hearing loss.

Apex Burst; A Phenomenon where a person would spontaneously combust. Releasing enough energy to cause natural disasters. Survivors in close proximity of the burst are granted a modified version of the same ability, or are likely to gain a separate ability if exposed to another Burst.
[Kinetic]; The ability to absorb, store and release kinetic energy.

While equally distrustful of the *Disaster Responders as most Ruin Stalkers. (Mostly) Kayo and Asa are more flexible in their interactions with the Responders. Either out of amusement or some form of benefit (food, supplies, intel, etc.).
Note; Kayo giving directions and advice to Yuuya and Toshiyuki for their lunch/fruits.

Disaster Responders; A government and charity collaboration in light of the growing rate of natural disasters. Eventually approved to be its own independent organization with government backing. Allowing personnel certain legal authorities within the confines of catastrophe sites.
All with the aim to protect, preserve and rebuild, and to inderstand the root cause of a bizarre phenomenon responsible for the increased rates of disasters.

Neither approved the attitude/work ethics of the other.
Kayo is tempermental and lenient depending on his mood. In compensation, Kayo can negate a contract if there is a better offer or would benefit them in another way. Regardless, Kayo is straight forward in his job, while leaving everything else to Asa.
Note; Kayo wears disposable shirts to sell after completing a contract. (Asa's Idea.)
Asa keeps work strict and to the letter of his contract, enforcing the same rules to Kayo (not for a lack of trying) and their clients. Where one hiccup on the client's end will terminate the existing contract. A clause Kayo disagrees with, if only so they could gain favors and leverage over their contractors and targets.
Note; Asa uses his ability to jam a gun.

Kayo's first meeting with Asa was a cry for help after his encounter with a Ruin Stalker Clan, resulting in a continuously rotting wound on his torso. Asa helping Kayo who ended up sticking with Asa in his travels, relying on the younger child's medical skills to keep himself alive. In mutual agreement, Kayo always defer to Asa's decision - to do what is best for Asa.
Note; The rot is skin deep, if occasionally it gets infested by maggots.

Ruin Stalker Clans; A group of Ruin Stalkers operating under their own rules separate from other groups/clans/tribes. Territorial of whichever disaster sites are within their preference. Enough to wage civil warfare amongst each other. Otherwise united by equal resistance and hostility towards the Disaster Responders.
